Rear sway bar link

Should the bolt on the rear sway bar links be able to turn?? I pulled the nut off ok with the passenger side but the driver side one spins with the nut. I can get it off if I need to and I'm sure I can complete the install fine but I was wondering if I should replace it.

Yes the bolts turns. You must use a allen key(5mm), to prevent the bolt from turning off while taking the nut off.
