If your total daily drive is 10 miles and you spend 10 minutes in the parking lot your mileage could drop from 21 or so to 16 or 17.
Study for 10 minutes before you leave and the parking lot will be empty

However, on the next day there was an accident on the bridge that incurred a lot of idling (about 20 min?) and by the time I got home my MPG was at 21!
I was so proud of my 27 MPG, only to see it get crushed by some stupid accident (and 10000 other cars on the road).

To the OP, yes I think you found your mpg murderer. As like what others over here say, your driving style is the main factor in determining how efficient your TL will be (excluding the long idling time which you already know kills the mpg).
Just FYI, when I drove my 07 TLS back home Friday night after paying and signing all paperwork for buying the car (bought new) with a full tank, I was really shocked that I needed to fill up the tank again on Sunday evening about 3/4 tank. I wrote the mileage down when I left the dealer and after filling. I got a bit over 11 mpg, with in-city very easy driving. Never got this kind of very poor mpg before. Yes it sucked.
Now I get between 19 - 23.5 mpg city driving depending on traffic. It improves a lot. I got 28.5 mpg with 80 mph highway when the car had about 7000 miles.
So take her easy, enjoy your car, she will live a long life and give you immense satisfaction.
