You probably have the exterior/interior venting button turned "off" so that it vents exterior air into the car. It's on the right hand side and has a picture of a car with air flowing into it I believe. You can set it to circulate only the air within the car or take in "fresh" air from the outside.

Burning Brakes
As your car moves forward, air is forced through the vents, so even with the fan off you still feel it if you're moving fast. This happens with every car. If it bothers you you can either press the recirculate button as mentioned, or you can change the mode so that air comes through other vents that won't bother you like the floor and/or windshield.

"Recirculate." You're better off not using this for extended periods because, as you say, it sends stale air back into the cabin. In a car it's less bad than on a long-haul airplane flight where the recirculated air includes everyone else's germs, but it's still not a good idea to use it on long drives except to cool the car quickly after toilet breaks or stops for lunch or the like.

it doesnt effect it. IT just goes through the vents to circulate air. Can you picture the nasty air staying in a cabin on a long trip without getting circulated? Its like taking a dump without turning on the fan. Thats why a constant flow of outer air goes through the car. its natural most cars have it some noticeable and some not as noticeable. It doesnt waste gas its just a function built into the car.
