I would assume so but your might have to do some cutting of the back of the bumper to get it to fit. For my civic there was mounting holes already there so all i had to do is just follow a DIY for the cutting part. I've been lookin' online for an OEM kit but couldn't find anything that looks factory. But my next idea was to go to a junk yard and find a set to wire them up to the foglights in the headlight.

07-08 fogs are great if your looking for a higher quality glass lens housing. Would be even better if they were a projector type. 07-08 fogs are not cheap, just the OEM housing alone is 200 bucks for one side, then you need the wiring harness/relay/fuse/cabin switch. Aftermarket 07-08 housings are available for a little cheaper.
The 04-06 bumper does not have the screw fastener mounting points for the 07-08 fog housing. You would have to fab something up. Also the fog outer bezel trim is part of the lower grill piece. You would also have to fab something up, or cut up the OEM part. Not really worth all the hassle. I would either do a whole nose end conversion, or just do the Accord aftermarket ebay one's. Accord ebay's have a plastic lens FYI.
