mine does it when it senses weight in the bottom of the seat like a gym bag. The sensor comes on when it does not sense anything on the back of the seat but it does see something on the bottom. That would be normal operation. If nothing is in the seat and you are still seeing this warning light, I would think you have a bad sensor or a ghost in the passenger seat. LOL.

The light will ONLY come on when someone or something under a certain weight is in the seat. When on the air bag is off.

The passenger airbag light should only go on if there is some weight in the seat, but less than XX [50-60??] lbs. The idea is to deactivate the airbag if you have a small child in a carseat in the front seat. Otherwise, the airbag remains active, such as when an adult sits in the seat.
The light should go on as well if you put a bunch of books, a grocery bag or something that isn't as heavy as a 10 year-old onto the front passenger seat.
The light should not blink at all-- it should either stay on or off.
