Why upgrade to the TL-S tails when you are going to tint them??? It would be pointless to hide them behind tint.
Here would be my list for mods for you, simple but good:
Tint the Windows
TL-S tails OR tint
LED interior Lights and plate lights
Comptech Rear Sway Bar or Progress Sway Bar - affordable and worth it

Hey well while looking around I came across these Type S lights, they seem to be OEM replacements for a 2007 Type S.

Ah.....yep...those are them! Weird...for some reason when I brought the site up it showed me stock tails for 3G TL's and not the type S ones....but when I went back...it then showed type S tails and not the 2004-2005 stock tails....strange! But nonetheless...you are looking at the right thing! My bad! Not a bad cost either, on recollection of what I paid for them when they first came out.

It improves handling by tying the two sides of the rear suspension/struts tighter together. The OE Rear Sway Bar (RSB) is 17mm in the Base AT and 20mm in the base MT and Type-S (AT & MT).
The after market Progress RSB is 24mm and has a "soft" and a "firm" mounting point; IOW it's adjustable.
Power is great, but without improved traction, handling and/or braking, what good is it?

Now I know this may be jumping the gun on the mods but.......If I want to "chip" the car, does anyone have any details on how this would happen? I know its a pretty general questions but I'm not really sure how to ask it haha.

You might be able to get a better tune to the stock ECU from Hondata or Church's and/or via a performance shop and some sort of piggyback set up (Greddy E-Manage, etc).

Alright well as for the chip i have a friend that goes to a shop and gets all his stuff done there so i'll go and see if they can go ahead and do that
As for the tinting of the rear lights, I guess i'm not going to tint the rear lights and it's not because of the look, but I don't want to attract cops, especially cuz if I get a ticket I can kiss my car and license away, insurance is already a freaking joke. I have a 3.8 GPA and my dad is still paying 4500 dollars a year to AAA for my insurance.....

Depends on where you live, the laws are different in every state. The cops can write you a ticket (~$100) and ask you to remove the tint. Depends on the cop obviously, often they issue fix-it tickets. Its smart to stay at the legal limit, its can be very expensive if you dont. I have my back window 20% and sides 35% and it looks great (im in CT).
