If I didn’t know better, I'd say your new HIDs were dropping the voltage down too low to get both ballast units up to firing voltage for the HIDs. Once the HIDs are lit, the voltage drops.
If I remember correctly, the wiring for the Fog lights are not a heavy duty as the HID headlight wiring so it may not be able to handle the additional draw.
Do you have a DVM handy? If you do, connect the DVM positive lead to the power wire to one of your HIDs and ground the DVM negative/common lead to ground and with only one HID plugged in, record the voltage then you turn it on. Then hook both up HIDs and check the voltage again and see if you still have 12v to the Fogs.
If you see a sudstantial drop in voltage, be careful as you could burn out the existing wiring. My friend fried his Legend’s wiring after installing HIDs in his headlights. He had to install thicker gauge wiring to handle the extra load.
If the voltage is the problem, an alternative is to use the existing wiring to activate a pair of heavy duty headlight relays (30amp) wired to the battery to power up the new Fogs.
Let us know what you find out, OK?

Hi bcbtony,
Glad to hear you resolved your own issue, we all have days like this, I just call it brain farts!
What I am hearing from you is - if the engine is off, you can only run one HID fog light but with the engine on, you can run both HID fogs, is this right?
If this is the case, it is definitely a voltage supply issue. Make sure you check your wiring now and then for any signs of overheating. Look at the connectors for any discoloration to the pins and for any softening or melting of the insulation.
