that plate holder is scratching my fornt bumper!!

i took it off today to wax my bumper and its starting to scuff up my bumper

in ny they require a front plate..... what to do?

has anyone tried to like put something there to not hit the bumper??

what i have heard is if you use rubber cement or something and coat either the bumper or the bracket w/ it it will provide a seal that way there will be no more scratching. someone told me you can do the same for the Mudgards, which will eventually tearup the paint.
