black license plate
That my friend is asking for it. I can't think of a state that would allow any alteration of a state license plate. Not that long ago in Tampa Fl. a man was issued a ticket for having a license plate frame on his rear tag!! There was some obscure law in the books that made it illegal. Altering a tag is a sure fire way to get attention
I think it is illegal here in california because your plate needs to be reflective regardless if you have a front or back plate so the police and see it visibliy during the night. I know back in 1960s the california plates are black with yellow letterings and they are non reflective. It would be cool if I can get a hand on those......
ive gotten pulled over for having one of those see through plate covers.....even though u could see all the letter and the numbers on the plate i still got a ticket....the thing wasnt evene scratched or anything it was just a little bit blacked out grayish color.....but then again i live in new jersey.....theyll give u a ticket for anything.
No, it is illegal to alter state property! Even though you have them, they REMAIN the property of the state you live in. For instance, if you fail to pay your registration, you have to turn those plates back in. SO NO, YOU CAN'T PAINT THEM!!

its also illegal here to have a "BLOW ME UNIVERSITY" on your back window
its also illegal to hang ANYTHING from your rear view mirror - everyone does it but when they have police blockades/checkpoints on the road, they check for these types of things
WOW, I read this again when I was awake. I thought he was saying to paint the BACK on the plate black. I didn't read it as painting the background of the front of the black.

I would say say no to doing anything to your plate. I am fortunate because I live in Delaware. We can have a historic replica made of our plate if the number is under 83000. The replica is Black procelin with white numbers. It really makes any car look better.
