Would honda accord 2013 fog lights fit on out 3rd Gen tl?

direct replacement? most definitely not.

with modification and money, you can fit anything you dream of.
minigun on top of the roof? yup.
ferrari bumper? yup
audi fogs? yup

i think you get the idea
will it look good may be another thing.
