Yes. It's pretty easy. There are instructions in the Maint Section of the Owners Manual.
HOWEVER, the Owners Manual and many fitment guides list the wrong bulb/base type. The CORRECT type is H8.
Basically, you remove 2 clips in the wheel well.
You pull the wheel well cover back and reach inside to get to the Fog Light Housing.
You unclip the wire harness, then turn the bulb ~45 degrees to release it and pull it out.
Then you put the new bulb in (be careful not to touch it or leave any oily or dirty residue on it), turning it ~45 degrees to lock it in.
Reconnect the wire harness, put the clips back in the wheel well liner and do the other side.
Pretty easy.
Search "Nokya Fog" "Nokya Arctic White" and/or "Nokya Hyper Yellow" for other threads on this topic.

I suggest plugging the harness in before screwing the bulp in for a test light up, then remove the harness, insert it in then replug the harness, don't wanna have to deal with 1 light not working, these bulbs are very sensitive
Ps. I got the piaa h8 super white, well worth it, very nice light output, run you about $50
