Will the fog lights off the new 07 bolt right up into my 04 TL??? I'm thinking of buying some and hooking them up to my head light signal using some relays, that way if i turn on my lights they will go on also. Will it work??

No, you'd have to replace your entire front bumper cover, at a minimum.
