04 HID's and previous Acura headlights...
I've noticed that 03 TL's and CL's do not have the circular casing with the gas inside that a true HID xenon headlight is comprised of. Although the previous gen TL's and CL's have somewhat of a blue, pure white light... when i looked at my friends 03 CL-S i noticed it was just a regular bulb? So does this not make it a HID? Looks more like a PIAA 9006 used as a headlight instead of a fog.

The type of headlamp housing has nothing to do with whether they're HID's or not. But it's true that most HID's today come in projector-style headlamps.

Hid.
There are two types of HID bulbs DS1 & DS2. One is intended for use in reflector type applications like the previous TL and the other intended for projector type applications like the new TL. But they basically look similar and both work the same way.
I suspect that most HID's are moving to projector type applications because it's easier to control where the light is going and they tend to glare less than the reflector type lights.
NHTSA has been investigating complaints from the public about HID "glare" for about 2 years and some rules are probably pending to try and limit that. I haven't checked on situation lately.
