Would hate for you to go pay to get your car back then have your second/cheaper plan fall through etc.. Still, I would be checking the actual price of the hose and then comparing that cost with labor and see where the $500+ cost is coming from. I could see $120 for labor, $15 for fluid, and another maybe $200 for the part.
Did they give you an invoice with the est repair cost? - With both parts and labor broke out etc.? Maybe the $546 includes more than just a hose R & R - or the 99TL PS hose is one heck of a b-i-t-c-h to replace?
Let us know.
Cheers

High pressure power steering hose $142.02
Fluid $5.32
Labor 4 hours $404.00
Senior Discount -$50.00
Total $476.66 + Tax
They now tell me that the part will be in no later than 8/13. Evidently, they changed manufacturers because of the recall and it is on back order. Therefore, it could be a total of 18 days that Acura will have my car. At lease I have a loaner, for which they are not charging me. I do not know why it would take 4 hours when everyone is saying it should take 1 hour. I will probably check with another dealer in the area for an estimate.

^^^WOW - 4 hours to replace a PS hose on a 99TL......?
Definitely call around for second or third opinions and ask why it could possibly take that long. I would even call an import (non dealer) repair shop.
If legitimate, I wonder if they have to drop the front sub-frame/engine assembly to get at it??
Let us know what you find out - definitely has me curious...
Good luck

Recall Repair Done
I was due for a routine service and had the power steering hose done.
No issues at all.
They did have a bit of a delay to get the parts in. I tried to get it taken care of a few months ago when I caught the TSB but they didnt have the hose available.

Beware the Ham-Fisted Service Goons
I dread taking my car into the Acura dealer. It only has been in twice in 4 1/2 years and once was for a flat tire. I do the maintenance work myself. The second time was the day before my warranty expired for a thorough check up.
Last week, I gathered up the nerve to take it in for two recalls: the wiper motor and the power steering hose.
It was only about two hours total. Before I left, I checked the exterior for any scratches or dings..... OK.
Then I popped the hood. My engine cover and both cowl covers were scratched all to Hell. Keep in mind I am anal about my car and teh engine bay is immaculate/showroom. I should say "was".
I screamed for the service advisor and the GM and showed it to them. They didn't hesitate but replace all three covers with those from a 2006 which were like new. (2007 and 2008 are different)
BE SURE AND CHECK under the hood when you get your recalls done. Better yet, let them know you're going to check by showing them your engine bay before the work is done.

What's amusing is when I picked my TL up for the power steering hose recall, another set of engine covers were installed under the hood, so I drove back and gave them back to the mechanic. They belonged to another TL also in for service. The mechanic had this look of relief when I walked in the service counter with the covers.
My recall only took 3 hours at Norris Acura in Ellicott City and they provided a 2008 TL as a loaner.

I hope I get someone's covers haha j/k. Well the recall was done but I had a CEL I wanted them to check out so I won't get it back until tomorrow. I guess my dealership has a lot of recall work but not enough loaners.

Good advice! I always try to make it easier for the tech by removing parts before hand and hope they don't screw anything up. I also do a walk around with my service advisor and make sure he/she knows how particular I am with my ride.
Is it hard to remove the cowl covers?
