Android Hands free incoming call and Radio Conflict

Hello- I have a android samsung galaxy s4 connected via bluetooth and when the radio volume is turned up listening to my favorite tunes the radio volume will go down like normal when the incoming call comes in.."BUT" when I answer the call from the UI to radio volume goes back to what it was before the call came in. So I am frantically trying to turn the radio volume down to speak into the phone. I tried to turn the radio volume down before accepting the call and it does not allow me.

Is this a android issue, user error, or UI bug?

I have the same phone, but no problems. So you are saying that when you answer the phone, you cannot hear caller over the car speakers?
Are you answering the call with the car's UI?

Now that you mention it I think the problem might be only when I answer the call from the phone itself. I will try it from the UI over lunch if I can get someone to do a test call. I can hear the caller via my handset but the speakers are blaring in the background. I would prefer that when a call comes in and regardless of what method I answer the speakers would not go back to the pre-calling listening level.

if you answer from phone, I believe it thinks you want to be in "private" mode, i.e., no one else in car can listen.

Confirmed this only happens when I manually answer the call from the handset. The volume stays high on the radio because as getakey suggested the UI thinks I am going into transfer(private) mode and leaves the radio volume high.
