7. Cosmetic Bumper/Warranty reasons

Also, I forgot the obvious which I believe has been touched on earlier:
8. Cost-saving reasons - Car manufacturers do sometimes like to decrease their costs to increase profits and shiny chromed exhaust tips aren't free.
If I remember it was only the 2005 RL that had this issue. There was a TSB to replace the tips with a modified one, the 06 and newer came with. They where replaced under warranty if the customer complained. Many 2005 owners never knew this. To this day, I can tell an 05 from a 06 by the exhaust tips and bumper burns.

In the tuner crowd, they call them "fart cans."

This actually could be the most valid reason. Honda engine carb emissions tend to be very clean -- ULEV-2 or SULEV.

I like the design of no tail pipes on a vehicle such as this. Beside it's seperated from the pack...

Here's one for you...how are they going to test it for emissions down the road without exhaust tips to attach the sniffer to?

Personally, I like exhaust tips. They complete the look on back of a car. That being said, it wouldn't be a deal breaker for me one way or the other.

The tips are there flush under the bumper so the emission guy just needs to bend down and insert the probe.

I like the first picture best, only because, the RLX does not have an aggressive look. The quad pipes don't fit the conservitive styling of the RLX, IMO.

I think they're simple enough to fit. Maybe the RDX rims are throwing the second picture off.

It took me a while to get used to no exhaust look. It actually look nice from distance and it is also pretty easy to clean on these reflectors.
