Independent Fog Lights help??

Soo I got everything wired up... I followed the relay diagram where:

85 = grounded
86 = accessory (switch)
87 = accessory to power (fogs)
30 = power to the relay. (Connected to battery through fuse holder)

Whenever I turn the switch on, the fuse holder lights up. Is it supposed to do that? Is it an indicator to let me know I turned on the switch or an indicator that lets me know my fuse is blown..?
