Tempted To Buy But Could Use Some Advice
I have an opportunity to buy a 2010 4 cylinder w/the tech package for $24K. The car only has 5,600 miles, has clean title and is absolutely immaculate. Is this a good value. Any strong opinions either way?

Definitely great value but take into account what APR you can get with your credit. IMO TSX is a great car but if you're going used you can always consider a 1st gen as well.
Also you'll have to pay tax if buying from a dealer, so really you're not saving a ton on essentially a two year old car, since the 2012s are rolling off.

Unfortunately, here in Calif we have to pay sales tax whether you're buying a car from a dealer or a private party.

Has it ever been repaired? Sounds too good to be true. If I saw that deal, I would automatically assume it's been repaired, and sold in a different state. A clean title does not mean it is 100% guaranteed to be free of some major repairs.

you sell the car and give the new owner the bill of sale and title filled out and signed on the back. When the new owner transfers the title to their name they pay the appropriate sales tax. That is usually all done at the DMV. You do not collect sales tax but a dealer would.

carfax's are only good with the information that is provided to them. I have all the service on my tsx done by an acura dealer. If you were to look at the carfax on my car you would think it was never serviced. The dealer does not share info with them

To go even further; my wife and I looked at her old Saturn's carfax before we sold it, for the LULZ you know, and neither of the fender-benders she was in were reported. They both went through Allstate! One was a single car where she slipped in the rain and the front wheel was torn off of the axle, and in the other she rear ended a person that stutter-stepped off a red light, minimal damage.

However...some people write down a lower price on the bill of sale. So a 24k car might be reported much lower, therefore much less tax. Though this is illegal.

Yes, you pay taxes when you get your tags and update your registration, etc., but this is an entirely different type of tax. It's ad valorem tax and is based on the state and county's mill rate.
I should know, as I've sold two of my used cars in this state privately (and legally).

GOOD DEAL! Also NJ2PA2NC () summed it up. Dealer/private sell we pay sales tax here in FL. Privately it's added when you go to register @ the DMV.
Now if you write GIFT on the title (no sales tax). That's how i got my first car in my name. Though that was years ago.

when my mom bought a new honda in 08 she gave my daughter her 98 honda. My mom wrote gift and my daughter registered it at the NJ DMV-did not have to pay any tax. A few months later my daughter received a bill saying she owed tax on the vehicle. She and my mom went to the DMV where they both filled out some papers and the tax was no longer owed. In NJ you do pay sales tax on private used car sales. I am sure in CA you also have to.

This is not true for all states. It all depends on state law. As I previously mentioned, in my state (GA), if a buyer is buying a used car (within the state of GA, and it's registered in GA), he/she does not pay sales tax.

You know the old saying, "When something seems too good to be true . . . "
The CarFax teaser showed 8 incidents. Far too many for a car with only 5,600 miles. I questioned the owner regarding the number of incidents, in lieu of purchasing the full report. He said there was "some" front end damage. As well, he offered to send me the receipt for the body work. Well, "some" translated to $10,000. Quite obviously, I'm passing on the car. There are far too many low mileage, certified and private party 2010 Tech Package cars available for just several $K more, with no incidents whatsoever.
