I am trying to understand the cross-reference here to locate the 2 screws that are marked with "B-46" and an arrow next to them.

How to locate these screws?
It means that the screws are made up of two parts, B46 and B46-1. Most likely the screw itself and a washer. To actually see them you probably have to get under the car.
