2) Aside from the lightbar that thing looks stock
4) Isn't there also a rule on not recording law enforcement vehicles? I know in Canada there's something like that

I'm not buying it. I've been all over Europe and most recently, Sicily. They all have blue lights. Red is even going away in the states. And the light bars are ultra thin. These look like they came off a cop car from 1987.
Second, it has wheels from a V6. So is it a V6? They don't make cop cars pretty over there nor do they use large engines. If anything it should be a diesel.
Third, the alley he's in just doesn't look right. And in one frame it looks like a full size domestic van parked up ahead. Again, doesn't fit the picture.
If the ten different posters capture different plated cop cars exactly like this one driving down the road or pulling someone over then I'll believe it. Otherwise, no dice.

Three Wheelin'
They use Honda Accord as Police car in Australia and the UK (hence RHD). The V6 model are for North America only, but those 18" rims are standard or optional equipment over there.

The low-beams appear to be HID with the White/Blue output.
Its surrounded by alot of non-HID lighting though, the DRL, and the Halogen foglights are lighting the ground so it looks like the low beams aren't HIDs but they are.
