Tar on Tires

Tar on Tires

So, I was driving down my street going home and all of a sudden, I see this truck with people are around it in front of my house. They were apparently sealing all the cracks with tar. I asked if I could get into my house and they moved the truck for me. I didn't notice anything wrong until a few hours later. I checked the tires and realized that a lump of tar was glued onto the tires. All four wheels have dried tar on it. I guess the tar wasn't dried yet when I ran over it. I used my finger to pick the tar off but couldn't get all of it. Anybody know any easier way to do this? I heard chemicals such as gasoline and WD-40 could ruin the rubber base of the tires. Any suggestions?
