I am thinking about going with TEIN S Tech Springs for 99-03 Acura TL

How much do they really lower the car?
Do you really need to change the shocks?
Am I going to need a camber kit?

To answer your question:

From the Tein USA website

Lowers front: 2.09"
Lowers rear: 1.61"

Since there is the Honda Inspire in Japan (same UA5 model as the Acura TL in North America) ... I'd say these numbers to be correct.

As for shocks ... you might wanna get the OEM shocks on your car replaced. I was fine with stock shocks along with Comptech springs but the life of the shock is shortened due to being lowered. But now I'm gonna be soon be switching to Tein High.Tech springs, I am probably gonna go with Koni Yellows.

Lastly, at that drop, you're most likely going to need a camber kit. If you don't, be sure to rotate your tires more often than factory recommendation.
