Need advice on what to get.. i have a 2002 tl-s lowered on coils. Trying to get rims for it.. but im not sure what to get.. i want to get the 17x 8 offset 40mm. Will have issues with the fender?? If so 17x7 would be the way to go then? Right?

I suggest going with 18s. You will regret getting 17s because it just looks a little too small for our cars. 18s look perfect.
I ran 18x9 with a +30 offset. Rubbed like crazy, had to get a camber kit and roll fenders. I switched them out to the Aspecs and I have no problems with rub at all. They are 18x8 with a +45 offset, and wrapped on 225/40/18 Falken tires. Just wanted to give you a little insight on my setup. Good luck, OP.
18x8, +45 offset. Aspec wheels
