The basic difference is the speed rating; what car are you putting them on?

Personally, I could care less, even though my TL is capable of hitting speeds significantly higher than the 128 mph rating of H rated tires, the odds of my even hitting 100 here in the U.S. are somewhere between slim and none, and if I found an H rated tire which met all of my other criteria for tires, I wouldn't hesitate to buy them and have them mounted.

Daughter likes to drive 65 in a 45 etc. She wears out brakes pads and tires fast. But at least she helps with brake pad and oil changes.
I try to tell her to coast to a sale green light.
30 years with big brown and back in the day I had a front tire recap separation without loosing air on I-95.
Hard to keep it in the lane, I was lucky.
Yes they can use recaps on the front for vehicles under 28000 GVW.
But they use new fronts on the airport run.
So, I dont give a damn on H rated for this application.

I am thinking of these now for $76 shipped after coupon. 600 utog rating. Hope they arent as noisy as they are on a 2009 TL. Yes, they are V rated for 149 mph. Walmart charges $10 each for mounting, lifetime balance and rotation, I believe.

Just a "For what it's worth", I put the Pirelli Cinturato P7 All Season tires (the P7s with the 260 rating are summer only performance tires) on my wife's GTI and they were fantastic in all weather conditions and never got noisy. I will be putting them on my TL as soon as the current set wears out.

They aren't a performance tire so I wouldn't waste money on the V rated since all it's for is for top speed and I even under steered the car a couple of times when really pushing the car.
Im getting rid of them only because I'm upgrading my wheels and getting dedicated summer tires but as for all season Touring tires the P7 cinturatos are the best H rated tires you can get for the TL.
