Painting Wheels?

I just picked up some wheels from a 2002 TL-S for my brothers 2006 Civic LX. Aside from the clearcoat being scratched to hell and peeling off, the wheels aren't in that bad of condition. For 80$ for all 4 including decent rubber, I consider that a steal.

However, we would like to paint the wheels gunmetal. I read somewhere that you can't just sand the clear off these wheels? Something about a chemical process? I was just figuring on hitting it with some high grit sandpaper, priming and painting them.

Anyone have any suggestions or comments?

you can sand them down. it would be faster and easier to use a chemical process though
