OEM Michelin Tires
At what mileage do we change the '02 TL (Not Type-S) OEM Tires? I am thinking to go with Falken. they have the best price/quality thing going.

I'm not an expert but I think you can change them whenever you want. You can't really go by the mileage because everyone drives their car differently. I'd probably change mine after winter, due to the fact that the treads are pretty much worn out... but I have a winter car so that's why I'm changing it after winter.

How long a tire lasts depends on driving style, tire maintenance (how often you check pressure and at what setting, etc), and road conditions. I have about 60000km (37500miles) on the Michelins and a pair are near the 2/32" wear bars. Definitely not safe in the winter (let alone a very rainy day).
There are lots of threads that discuss tires in the OEM size (205/60-16). A search here along with Tirerack (for instance) will give you a start on what you should be looking for... A lot of people here like the performance of Continental ContiExtremeContacts, Sumitomo HTR+, Yokohama V4S, Toyo Proxies4, Falkens, etc ... the list goes on and on.
All depends on your application. The list above are all-season tires, as I imagine you'd want to use your OEM rims all year round.
Since I'm looking for winter tires this upcoming season, I am definitely looking at the Yokohama V4S and Toyo Garit HT (dedicated snows) because I have a set of summer rims (Volks).
