New tires...
I have a 2002 TL and my tires are... fried to say the least. and i am also looking at new wheels too, what is the biggest size wheel you can fit on the car, i currently have 205-60-16

you can put a 225/50/16 on it though many tire places will say no to doing it or tell you you shouldnt because it is outside of the specs of the wheel. I ran it for near 200k no issues.

Tires? I'd say keep it 205/60/16 since tires are plentiful, cheap, and handle fairly well. (I did see 215/60/16 ... they will work as well ... I mention this since I see a set of Michelin Pilot Exalto A/S come in that size ... with the right speed and weight rating for a TL)
Rims? There are several threads out there. Check out Tire Rack if you want an idea of what can fit on your TL. (I'd keep your stock rims for winter tires and a decent set of rims / tires for the summer)
