Need new Tires for 2000 Acura TLyear round Chicago Weather
The dealer recommends that I replace my current tires with Michelin Energy MXV4 P205/60R16 91V BSW MXv4+; however, would there be a large difference in performance if I put Michelin Primacy 205/60R16 92 H MXV4 on instead?

The Energey MXV4 is an all-season touring tire. The Primacy is a summer touring tire. Both of them sacrifice handling, cornering & traction for longevity and a cushy ride. The Primacy, being a summer tire, is not a decent choice for Chicago which tends to have quite a bit of snow in the winter.
Keeping in mind that you need actual snow traction, and seeing as you have a decent budget, I would recommend the following tires as far-better performance options.
