+45 offset instead of +55 offset?

I ended up hitting a lot of potholes and only one rim got bent. So now I need to replace one rim. But I know someone who's selling (4) 2006 oem civic rims (including tires) which I know have +45 offset. Price is cheap.

I wanted to know what will happen if I were to replace my rims with +45 offset? I read that the speedometer will be off, but how off?. What about safety issues?

I am looking for cheap alternative because my safety check expires by the end of this month. Going to the dealership is most likely gonna cost me $200, not including tires.
