Sluggish Before VTEC Kicks in.

I have a 02 TL-S and I've noticed a difference in my cars performance and i'm not sure what service i need to be getting done. the car has over 106000 miles on it and I just put a cold air intake in the car and it seems like before VTEC comes on the car is slow and sluggish. I assumed it was the fuel system i need cleaned. I've never got that done before. But i'm clueless where i want to start looking for problems. I just changed the oil today and i notice a slight difference but thats nt what i'm looking for.. can anyone help me.

check to see if your bypass valve actuator is broken.

the type s has a bypass/ 2nd stage actuator on the intake. It opens a flap on the inside of the IM. have some one start the car and rev it above 3k rpm while you look at the end of the drivers side IM. you should see a cable pull a sproket on the end
