Cool Scratches and small Rust spots!

I have a 99 Black on Black TL. I recently bought this car. Its still in a very good condition but the only thing is there are a lot of scratches on it. I think its still got original paint on it but the scratches are in white color and also its got small rust spots and i'm affraid if i don't do anything they will expand more since winter is coming.
I just wanna know if there is anything I can buy to fix those scratches and rust spots cuz the dealership is a bit too freakin expensive for that stuff. They're asking a lot of price to buff up and get rid of the scratches.
and please educated answers only ... something that you know for a fact that will work on the car.
THANX FOR LISTENING!

touch up paint might not be the best to solve the rust. if you want to cover up the scratches then it is fine. covering up rust spots will just hurt your paint in the end because you still have the rust under there spreading.

Ideally, they should be fixed correctly. I understand the pricey decision though. Professional detailers may be cheaper than a dealership. And doing it yourself can be very time consuming.

I have this pen type product called Rust Avenger by 3M. I found it at my local autoshop. If there is a small nick in the paint that has some rust, you can apply this stuff on it and it has some chemical reaction and leaves it with a "paintable" finish. I've tried it on my TL where the paint got nicked down to the metal and started to get some surface rust. After I applied the Rust Avenger and it dried, it turned black. I've also tried it on a Toyota Corolla, but it turned gray when it dried.

Both cars were done a couple of years ago, the rust hasn't spread, no flaking....so not to bad for a $5 product.

Thumbs up Thanx

Thanx guys for your input. Really appreciated. I'm having a bit of a hard time finding the pen but i'll find it. I may have to go to the dealers or something.

Not sure where to find Rust Avenger online....maybe check the online auto stores....like pepboys, etc.

This stuff is popular for touch ups.
