REAR LIGHTS not working at on position
 

I had a brake light out (passenger side). changed both back dash rear brake lights (they been out for a while) and passenger side brake light (more important). driving home from auto store I notice dash light says break light is out. I get home, and passenger break light is not lighting (BRAND NEW BULBS). I swap a bulb from back dash break light to passenger, try it again. IT WORKED. when I turn lights break light doesn't light. I move bulbs around again. now when I turn on light to go get Mexican food, none of my rear lights work except for license plate light and when I step on breaks. I have checked fuse under the hood near firewall (stop fuse and small light fuse, all is good). next I check fuse number 9 by driver door, that's fine too!

I NOTICE A GRAY BOX ON DRIVER REAR LIGHT, IS THERE A FUSE IN THERE?

PLEASE TELL ME WHAT AM I MISSING??
