What is different about a CA engine and a 49 state smog legal engine?

What is different about a CA engine and a 49 state smog legal engine?

I am having trouble finding out whether my car needs a '49-state' complete engine, or california emissions complete motor? What is the difference? I can't find anyone willing to replace my engine that I completly cooked, so I need a used engine with everything that would be affected by a massive overheat, and by massive I mean the distributor cap melted in half, timing cover had some meltage, block & head warped. My only solution is a complete used engine that has everything that is on the block itself and any emission parts (thats where the CA part comes in I guess). Well I wasn't this confused until I tried to call a shop to do it. Not ONE person I have called out of 7 shops I called was willing to do it because it was originally sold in NY in 1998, and was registered in CA in 2000, and I don't want to spend $4000 dollars on a new 2.5 LONGBLOCK (BARE) and let them get the parts. So now I found a place called H.A.P in CA in the 916 area code (damn good stock)with 3 used complete 2.5 TL Engines and I comfirmed that by COMPLETE he meant the TL its coming from should (battery and elec. system willing) start before just about everything that is supported by the motor or it mounts is unplugged and put in a crate and shipped to me for $1600 dollars + shipping. Still no one to take the job, but I was quoted $1300 on labor to swap in a NEW one. Any suggestions???????!!!!!!!!

even if it is now smog legal in CA, cant you take it to tony the mechanic to pass you. Or you dont know tony?
