Turned but rumbled and turned off
I have a 99 TL 101,389 that never has had issues, but today I was in a cold parking garage and when I turned it on, it rumbled (low) and then turned off. I tried it a second time and nothing, the engine did not turn on.
A third time and I could feel it wanna start, so I gave it a little gas and it worked fine, like a champ.
Does anyone have any idea what caused this? Could it be the fuel pump?

Yes I had this issue with my 99. It sounds to me like your EGR is clogged. Your spark plugs will probably have to be replaced as well. I replaced both and my car worked flawlessly. But you cant just replace the EGR, you have to clean out the port that allows the air to flow into the valve. Acura was going to charge me an arm and a leg, so I took it to another reputable import service shop. While they are cleaning that out have them clean out your intake manifold as all sorts of nasty deposits build up there. If you have big enough balls you can do it yourself, but I apparently dont, and thus I chickened out and had someone else do it for me!

It'ssimple carbon build up... typical in the 99TL-P with around 80-100k miles.. Search for fsttyms1's DIY on cleaning it and you'll be fine.. get new spark plugs will help as well but the main problem is the air ports are clogged with carbon.. Take a sat morning, pull the top of the engine off, wash it out and aget all the carbon out, let it dry, put it back on, ...you're good to go!
Look into the DIY for specific bolts and hjoses to remove, this is not a hard DIY.. trust me, I've done a ton of things on our car with my own two hands; Headers, valve adjustment (was running the engine while looking at the lifters and rods.. this was pretty scary), spring swap, custom 3" CAI, thermo block spacer install, etc..... this wouldn't be close to the hardest thing I've done.. I'd feel confident a newbie could tackle this with a 6 pack and a saturday..

can i clean it
I've been trying to find a place that sells the acrual egr valve kit, but i only come across the whole valve! Do i HAVE to replace the whole valve? or can i just clean it out with some carb cleaner and let the intake manifold dry and slap it back on? If someone knows for sure please let me know, this light is pissin me off now thanks

Just take off the bolts and hoses...clean it (it took me 2 cans of carbon cleaner stuff) wash it out and put it back on. Torque the bolts/nuts to 12-15 ft/lbs.
