I haven't looked for any tint shops around here yet. I would like to know that too.
As for performance stuff,
I usually go to this one down here by SJC off of De La Cruz called SpeedImage. They're OK but I'm not into mods that much.
You should talk to AcuraTL,TL Daddy, Rice1304, TLTypeS, SilverBullet29, and a few others that I can't remember.. they have modded their cars and I'm sure know of some places.

Window tint: California Sunscreen. Ask for Syndey, he's the owner. They have a location in San Leandro, and SF as well. He tinted my accord nearly 8 years ago, and the job is as flawless today as the very day he did it! I am highly impressed with his work.
