I just got Eibach sways installed. If I could do it over again, I would've made this my first mod! They make a HUGE difference in handling.. less understeer, turns are much sharper, and body roll is a lot less pronounced. Some stiffer springs will really make the handling/ride perfect.

you mean less oversteer?
and yeah, sways are a cool mod, the car wont beel like a boat no more...go for a strut and springs too and you'll feel like driving a race car...but when your cruising it will feel as gentle as its always been.

#3 Looks OEM
The CUSCO bar is almost twice the cost of the Neuspeed...PLUS it's a 3-piece design. There should be tons of threads about this (I know I've participated in many), but the consensus is that multi-piece ANYTHING generally allows more flex than single piece braces.
Personally I like to stick as close to OEM as possible, so #3 is based on my opinion.

for the money, I'd recommend keeping the oem strut bar and put an upper tie bar...I did it and I noticed a good difference, plus it looks cool when you lift the hood. I agree with fsttyms, you'll get more from sways and lowering if you have the $$

The strut bar is pretty pointless for a our cars. It really depends on the driver, I guess. It creates much more stability towards the front(where most of the weight is already) causing more front-end traction, but more slippage in the rear.
I agree with swaybars being an excellent modification. I put CT sways on right after my coilovers and my cars just hugs onto tight turns. Definitly worth the investment.
