Steering Wheel Shimmy

Today I took my car in for a balance, using the Hunter GSP9700 road force machine. The rims are true, in fact the tech tells me that the tires balance very well. However, once I get on an open stretch highway, I get a slight steering wheel shimmy (at speeds over 60 MPH). Is it possible that my road force numbers are too high? The numbers I was given is as follows:

Left Front - 7
Right Front - 24
Left Rear - 22
Right Rear - 16

It isn't too bad, but enough to bother me. It doesn't matter how the tires are rotated, the results are the same. Currently I am thinking about putting the two tires with the lowest road force on the front, but I would like to get some feedback on these numbers first. Are these acceptable numbers, or are they too high? Thanks in advance!

BTW, I have a set of Yokohama V4S. Outside of the slight shimmy I love these tires!

The 24 & 22 seem high to me. But I don't remember what Hunter considers "excessive."

Does anyone have an idea as to what is considered excessive for a road force measurement?
