Steering wheel (left side) gets stiff

Steering wheel (left side) gets stiff
Anyone ever notice that sometimes the steering wheel gets stiff especially when i'm trying to park the car. I feel like the left side gets like that. I keep checking my power steering fluid and the levels are fine..I dont know what's the cause...
