Steering Wheel-Horn & Radio Control Problem-Clockspring?

Steering Wheel-Horn & Radio Control Problem-Clockspring?

I know I have read this on here before, but the search function is apparently not working for me, and I can't find it now.

02 TL-S - Problem is horn and radio controls won't work when the steering wheel is in the straight ahead position. Turn the wheel to either side some and everything works fine.

I think this problem has to do with the "clockspring" or similar device inside the steering wheel. I thought there was a quick or easy fix described????
Or do you just have to buy new part(s) ????

Bump........search function still not returning anything useful on this...
I know this has been discussed on here somewhere.
