Spotted: 99-01 Blue TL in Las Vegas

I was in Las Vegas over the weekend and I spotted a Blue TL with tint, 02-03TL Tails, no front plate, trunk spoiler, and looks like windshield tint also... anyone from the boards?

TL-P wheels nope he has type S wheels unless he changed back. Could you see the driver asian guy?
