Slight oil weeping from solenoid above spool valve . . .

There is an oil patch coming down from above the oil drain plug.
First I thought it was from what l thought was a dummy plug above the drain.
But a bright flash makes it out to be from higher up.

What does solenoid-14 above the oil filter do?
Does the gasket-15 go bad, or would one snug up the bolts?

It's the "VTEC Solenoid Valve".

When's the last time anyone's had to replace their VTEC Solenoid Valve?
The gasket might weep after ten years, I'd bet. As mine is. Very, very slight.
