rear seat rattle source found

I finally pinpointed the source of an old buzzing rattle.

When i go over bumps i can hear a rattle from the rear. I always thought it was the rear deck or ceiling liner, but it turns out to be coming from directly below the driver's side rear seat. It looks like two plastic modules with a bunch of hoses (brakes lines??) connected to it.

I couldn't see too well in the dark, but you can definitely hear it rattle when you take our the rear seat and pound on the metal surface. The rattle stops when the plastic ia held. It looks like some of the hoses have little foam wraps and wire holders to separate them from buzzing, but they're not working very well. I tried zip ties and putting little pieces of cloth in the gap but neither will stop the buzzing or stay in place. Spraying lubricant around the area didn't help either. Any suggestions?

Using blobs of silicone caulking will stop them from vibrating.

here some pics:
the two plastic pieces and all the hoses create a buzzing rattle that resonates in the cabin. pounding the rear seat area duplicates it perfectly.

yea i've identified it as the evap canister and control system. there's a good amount of rust on my undercarriage, but everything seems tight. i think the noise is being caused by the hoses and plastic vibrating against each other and the top of underbody. would it be safe to spray rubber undercoating over everything or would that just make a mess and not fix the noise.
the noise is being caused the vibration since just holding any hose or plastic piece stops the noise.
