JUST START OVER. But instead of using an pad applicator. Use a towel.
Take a bucket, fill it 1/4 of the way with water. Dip it in water. Start wet sanding (side to side) with 1000 grit. If the sandpaper appears to be getting dry, dip it in water again. Sand until the headlight is completely scuffed. Next, take 1500 grit sand paper, and wet sand in an up and down movement, keeping the sand paper wet at all times. Do the same thing you did with the 1000 grit sandpaper , but finish off with 2000 grit. ( Should take you ~2 mins with each sandpaper)
Now polishing. Make sure headlight is dry. Take a little "lint free" polishing towel (not an applicator pad) place polish on towel and put 2-3 fingers on the otherside of the towel so that only a 3 finger width is used when polishing. This way you can pay attention to all detail, and control pressure. Press the towel with your fingers against the headlight and begin to move your arm in a circular motion. Split your headlights into 3 sections. {Turn Signal} {Middle} {High Beam}. Polish one section at a time. Reapplying polish to your towel ~3 times per section. Removing the polish after every application. (So you'll wipe down the headlight ~3 times). After your done and happy with the clarity , wipe everything down with a microfiber towel. And your done! Phew! Hope I helped.

I think my car last month by hand. I bought 800, 1200, 2000 grit wet sand paper, painters tape, and PlastX, thats all you need. After doing these steps I dont see how they shouldnt come out great. Refund those other items that you bought because I dont think its necessary, I just think your doing something wrong somewhere.
1. Soak the papers for 10 mins.
2. Clean the headlights for dirt.
3. Mask off the area so you dont accidently scratch the paint like what I did, I didnt mask it properly.
4. Start with 800 grit and sand horizontally until the lens is uniformed.
5. Use 1200 grit and sand vertically until uniformed.
6. Use 2000 grit and sand horizontally until uniformed.
7. Use a terry towel to rub the PlastX into the lens (you need something rough so it actually gets into the micro scratches and polishes them), you really have to put some elbow grease into it. I did a circular motion and pressing really hard, redo 3 times.
8. Enjoy your new headlights.
Tip:
- Clean lens with water and towel after every sanding.
- Take your time sanding, theres no time limit.
- Lubicate the lens constantly with a water spray bottle.
PM me if you have any more question as I did this before and came out beautifully but I have to do it again soon because someone scratched one of the lens.

And for EddyStone, i think you are right about using the Terry Towel w/ PlastX, because even though they are foggy, there are some small clear lines on the lens. Ill give it a try when it cools down, its like 80 out here today.

If the lines are alittle deep then you have to resand it, PlastX can only remove micro scratches like from 2000 grit sand paper. Terry towel works because its rough. Give it a try and let us know how it went.
