First off, don't underline your posts.
Find the source of the leak. If it's from the PS pump, it shouldn't be too hard to fix. If it's leaking from the rack, you're going to have a more expensive problem.
When does it leak? Overnight? All the time? Does it make a whining noise?
Check the PS pump first. It's to the passenger side of the engine. Make sure all the hoses going to and from the PS pump and the PS reservoir are tight and not leaking.

If it Whines even with enough PS Fluid I bet 2 cents its the main Seal or Bearing on the Pump.
If it Whines becouse the PS Fluid leaks over night then you have a Leak in the Lines itself... The PS PUMP can only leak when is Spinning...

You can buy almost all parts in Autozone but bear in mind they are NO where in Hell Cheap...
I have a Leak at the Pressure line about 3 months ago (The Pressure Line is the one that comes out on TOP of the PS Pump) never the less I paid 150 bucks for an Autozone Replacement (Japanese at Least) but Stealership wanted 200 for the same Line..... At least I saved some $$$ on the Installation...
Stealership also sells PS Rebuild kits they are around -100$ but comes with all parts necessary for rebuild (This thinking you will DIY).
If you can find a shop who will REBUILD your current PS Pump it will be around 100-150 for the Job... Buying a new PS Pump? thats around 250+ bucks but at least you can Install it yourself.

Dealership will sell you all the O-rings needed to rebuild the pump. It cost me like $13 from Acura of Peoria with internet pricing. There are 7 O-rings that I replaced. Be careful not to misplace the veins when putting it back together. Once the PS pulley is off, pump removal and disassembly is very simple.

First thing you need to do is FIND the leak. Clean everything down good then park the car over night. When you go out to the car in the am DONT move the car. Look under it. See if there is a puddle or spots under the car and correspond the area they are under the car to the location under the hood. Start there looking for the leak and come back and tell us so we can further help you

i have no clue on where to get started on changing the O-ring .. or what line it comes from .. my PS has been leaking but there still is fluid after weeks of PS whining .. in the mornings it's very LOUD! .. after it's warmed up, it kinda goes away .. it goes from a 9 to a 3 ..

Download the 1999-2003 TL/TL-S Factory Service Manual or find a Helms Manual.
Start on Page 1008 in Adobe, it's also page 17-22.
There are 5 O-rings pictured there. Get those, and I'd recommend a new bearing just to be on the safe side. Get the Pump Seal Spacer. Get the last O-ring which is the one that goes to HIGH PRESSURE HOSE leaving the pump.
Follow the manual. My flow control valve was faulty and it says to replace it, but I didn't since it's not an individual part. My pump works great now and no more fluid EVERYWHERE.
Again be very careful with that pump rotor and the vanes, try to keep that assembly in the cam ring so everything doesn't fall out.

Where is the leak? Is it on the drivers side sort of under your feet?
If so the pinion seal may be bad and it will leak when the car is not running more than when it is.
To test, lift the front of the car and place it on jack stands. With engine off, grab a front wheel and move it left to right through the full range of the steering.
If the pinion seal is bad you will see dripping almost immediately.
Your rack will need to be replaced. when the engine is running there is actually a vacuum at that seal and will suck in air hence the whine and frothed fluid in the reservoir. Lucas power steering fluid will work as a stop gap but if it gets below 40º or so it will feel like a 69 Chevy Nova with manual steering!
I had the same problem replaced the rack and the P/S pump and now it is like new.

Do you have gunky build up around the PS pump and below it? If not then it's just the reservoir.
Mine leaked all the way down on top of the side engine mount into the shields that cover the timing belt and all over the sub frame. It was so bad that the stuff made its way down to my oil pan.
Rebuild it, if you have the right tools and are pretty smart when doing stuff like this, then it's probably a 2 hour job.

Not sure if this'll help for a 2G, but here was my experience with the 3. I'd be surprised if the systems weren't similar.

. . . . So, i checked again and i noticed the hose that runs just ABOVE the pulley has 2 little thin slits on the side of it .. it doesn't have a HUGE spill but it leaks .. NOW, if I replace that, will that silence the "whining"?

If you cant find it locally, Click the link enter the info and find the part.

Oh and there is no guarantee that the whining/noise will be fixed. You may have already caused damage to the pumps seals. Fix the leak before doing anything.
