Is there a way to safely test the breaking point of the car's traction? Also, if u lower the car, does it definitely need new shocks? is there a way I can make my lowered eibach ride smoother?

How long have you had your springs for? Aftermarket shox do help but not too much. Unless the stock shox have worn out completely already, I wouldn't change them.
