Angry Need Help with Idle

I've had my car for 3 weeks. It had 21 miles on it from the dealer.
When I start my car up in the mornings, or when I have not driven it for a few hours, the idle is rough. The needle on my RPM gauge moves up and down within a 200 RPM range. For a new car, I know it should be rock steady.
Also, my car gets driven on the freeway 95% of the time. I hardy ever take it on city streets but all I am getting is about 25-26 miles per gallon. I have 800 miles on it (all babied). I have also never pushed it past 3000 RPMs (not yet anyway).

Anybody know what could be happening ??
(I have an idea, but I do not want to influence the you guys' opinion just yet)

well i know my RPM gauge is pretty low when i start my car... dont think its at 200RPM but id think its around 400-500... maybe ur engine hasnt been broken in yet? When its idle, does it shake or something like its bout to stall? How long are u taking to warm up the car? (since ure in florida i doubt its the cold getting to your engine)

My regular RPM at idle is at 800. However, in the morning before the car is warmed up, it is at about 1100.
What is pi##ing me off is that it jumps between 1000 and 1200. The engine also sputters. Feels like a car with 120,000 miles on it.
(I use 93 octane Shell Gas...filled it up twice and ran till the gas light came on, so water in the system is not it either)

stop using Shell Gas... my friend has an audi that he used ONLY shell gas... 2months later he found out that the gas contained sulfer impurities... the fuel sensor gets messed up and he had to get it replaced... good thing he was under the warranty for it, otherwise it wud have cost him a pretty penny

use BP or Exxon if you have it down there... avoid Shell

see how using a different brand of gasoline works for you

I think you might have dirty fuel injectors, but your car like brand new, so it might be the gas that you use. Try using Chevron. Ever since I bought my car, I've been using Chevron 91 (don't have 93 here) and the car runs smooth and it idles smooth. I drive combination city/freeway and I get 25+ mpg.
