HVAC Auto Temp Sensor

I just noticed that my AC heat does not fully engage unless I set my heat all the way past 80F. When I turn the dial to say 75 on a cold 59F morning, I don't feel any temperature difference even after a significant amount of time has passes and the car has fully warmed up, unless I turn the dial above 80F. Then I notice that the blendor actuator will engage and start feeling the heat.
Could this issue be with the temp sensor or the HVAC blendor actuator? How do I start looking for the culprit? Thanks!
