Read this on another board. Purchased wheels and tires from an individule owner and paid by pay pal. He never received the wheels and the seller refuses to return emails. What can one do for a private purchase? Is pay pal credit card oriented and would you have recourse through your credit card company?

You have to use a credit card through Pay Pal. If you didn't get what you agreed on, call your credit card's fraud department.
