How do you cut out the fake fog light holes?

im working on something....I need to cut out the fake holes.....how do you do it? What do I use?
can someone post the link....if there is one

Take off front bumper and use Dremel tool and cut out holes.

I meant..is there an easier way to cut out with the dremel tool? Like do I just cut along the lines?
