if you really want hid on the fogs I would recommend going the oem route (oem ballast and bulb). A lot of people here seems to like Hella (ballast) + Philips (bulb). I personally would go with a jap ballast (either from the TL... the same one for our head lights, or the slim ones from the Lexus), and Phillips or Osram for the bulb.
Don't go with the kits, from what I have read they go out quickly, and really they aren't much cheaper than going OEM if you shop wisely.

imo the aftermarket is the way to go the oem stuff is going to cost you an arm and a leg unless you buy it used or go to a junk yard, I just replaced an oem ballast on the weekend and if it wasn't for me installing it it would have cost me around $800CAD as it was the ballast cost me $500 from the dealer, my HID kit for my fogs cost me $300CAD & btw I personally wouldn't go over the 6000K with the bulbs as the more K the less light and the more blue or purple stock Acura bulbs are 4300K heres an example
